REPORTS | Effective Rate Report not displaying correct data in two columns

Rate changes that were in the past still show up in the scheduled effective rates column. Also, the current effective rates column does not seem to change to the new rate once the date passes.

Updating the format of what was reported:
- Effective Rates that have gone into effect appear in the Column: Scheduled Eff Rate Date
- Column: Current Eff Rate Date does not change after the effective rates have into effect.
